Fluoro can be faint to very strong, and the most common fluorescent color is blue. As blue is the complimentary color to yellow, the most common tinted color in diamonds, blue fluorescence can make yellowish diamonds look white or colorless. A blue fluorescence can help increase the prices of diamonds with yellowish tones. A strong yellow fluorescence bring diamond prices down, sometimes quite a bit, since yellowish tinted diamonds are generally less desirable than whiter stones. The "Hope" Diamond has a strong blue fluorescence! (who cares)

If you have unlimited resourses, then the finest of all three elements (colour, clarity, cut) is the best diamond for you. But if your funds are limited then the best looking diamond is frequently that diamond with the highest (least) colour and the best cutting. Unless the marks in a diamond are either eye-visible or potentially damaging, who cares! People get all hung up on VVS and VS grading...neither of which the naked eye can detect (if you can see the marks, it "ain't" VS, or SI for that matter). If the diamond is an engagement stone, chances are you will not be buying it in order to resell it. That being the case, cutting and colour are the most important elements in determining how beautiful the diamond can be. If your funds are very modest, go for finest cutting every time!
Grading scales In India, Colour takes precedence over Cut. The order or priority for most Indian customers if Colour -> Cut -> Clarity.
In Southern India, where most customers are particular about dosham (defects), clarity is the most important consideration in selecting a diamond. Here, the order of priority is Clarity -> Colour -> Cut.
However, if a customer asks for a recommendation, Carat Lane always advices them to prioritize Cut and Colour over Clarity. This is because diamonds up to S1 grade are "eye clean". The inclusions are visible only under the loupe to a trained eye, and does not make any difference to the way the diamond looks.
The quality of a diamond has three components. Clarity and colour are important but the third element, cut, determines how beautiful the finished diamond will be. Remember, fine colour and fine clarity are all well and good, but without really good cutting your diamond is not going to be as beautiful as it can be.

I think we both regard diamonds in the exact same way but describe it differently. What I meant by saying quality in relation to color is that it doesn't affect the diamonds performance in any way. A low color diamond is not a poor diamond it is just a diamond that looks different. Regarding price differences, that is a result of availability and demand. Due to heavy marketing from DeBeers people tend to think that anything else than D-H is crap and have been tricked to pay a premium for this. Diamonds in general aren't especially rare and basically worth very little. What I want to highlight is that color is very personal ant you shouldn't listen to what other people say but rather compare differently coloured stones and see what you prefer. Some are more color sensitive than others.
Regarding the two choices. I would check myself that the Si2 doesn't have large visible inclusions or feathers that reach the surface or especially the girdle. If it looks fine I would pick that one otherwise I wouldn't buy any of them. I would never buy a stone that isn't GIA 3EX or AGS 000. In addition to that my stones need to have a HCA score below 2.
